Steered a national EV policy away from prestige benchmarks toward models the country could actually implement.
Problem
A national ministry, advised through an expert panel, was building its EV policy framework. The instinct was to study the celebrated markets, Norway above all, but Norway's results rest on institutional conditions the country doesn't share.
Strategy
Selected benchmarks for applicability instead of prestige: not which market succeeded most, but which succeeded under conditions the country actually faces.
Work
Evaluated the global EV policy landscape against that test and brought three markets to the panel: one for policy architecture, one for the small-market model, one for developing-market implementation.
Outcome
The framework moved forward on benchmarks the ministry could implement rather than admire.
